It is now over 15 years since Hilary Putnam first urged that we take the “narrow path” of internal realism as a way of navigating between “the swamps of metaphysics and the quicksands of cultural relativism and historicism” (1983, p. 226). In the opening lines of the Preface toRealism with a Human Face, a collection of Putnam's recent papers edited by James Conant, Putnam reaffirms his allegiance to this narrow path, unmoved by Realist murmurings from the swamps and laconic Rortian (...) suggestions that only the quicksands are a proper metaphilosophical abode for those willing to confront our lack of epistemological and metaphysical foundations. HUME AND COLLINS ON MIRACLES Some portions of 18th century intellectual history seem like puzzles of which the most important pieces are missing. In some lucky instances the pieces have not been lost altogether but only misplaced in some other puzzle, so that once this is recognised it is possible to solve both puzzles at once. The following, I believe, may comprise one such case. In his erudite (...) History of Freethought (London 1936), p. 757, J. M. Robertson presents us with the first puzzle:...seven years before the issue of Hume's Essay on Miracles, we find the thesis of that essay tersely affirmed in a note, to Book II of an anonymous translation (ascribed to T. Francklin) of Cicero's De Natura Deorum. The passage is worth comparing with Hume: "Hence we see what little credit ought to be paid to facts said to be done out of the ordinary course of nature. These miracles [cutting the whetstone, etc., related by Cicero, De Div i, c. xvii] are well attested. They were recorded in the annals of a great people, believed by many learned and otherwise sagacious persons, and received as religious truths by the populace; but the testimonies of ancient records, the credulity of some learned men, and the implicit faith of the vulgar, can never prove that to have been, which is impossible in the nature of things ever to be." M. Tullius Cicero Of the Nature of the Gods... with Notes, London, 1741, p. 85. The ascription to Thomas Francklin seems to have been drawn primarily from the "new edition" (London: T. Davies, 1775), on the title-page of which the translation and notes are said to be "By the Rev. Dr. Francklin". Also relevant to 151!. this attribution are these two facts: (1) that Thomas Francklin' s father, Richard Francklin, originally printed the book in 1741, and (2) that Thomas later translated other classical authors into English, notably Sophocles in 1759. But it is surely puzzling that Thomas, who in 1741 was barely twenty years old, and soon to be ordained and later made a Doctor of Divinity, should anticipate Hume's famous criticism of miracles. Consider now the second puzzle. It concerns Anthony Collins, the "Goliath of Freethinking" - as T. H. Huxley called him. In his Scheme of Literal Prophecy Considered (London, 1727) Collins promised a discourse on miracles "which is almost transcribed" (p. 439); and, indeed, it was about time, since by that date Collins had attacked nearly every other part of the Christian edifice. But no such work ever appeared in Collins' s lifetime. Nor is this the only book which Collins came close to publishing. From private letters of Collins' s in the British Library (MS 4282) we learn that he planned to publish an annotated translation of two of Cicero's writings. Thus in a letter of 26 September 1721 he speaks of "publishing my translation of Cicero's books of ye Nature of the Gods and of Divination" For "Nothing [he writes in the same letter] can more tend to promote good sense in the world than some of his [Cicero's] Philosophical Works; which are applicable to all sorts of folly and superstition by those who have Eyes to see and Ears to hear." The reader will now probably guess my drift: Collins was responsible for the 1741 edition of Cicero and its acute comment on miracles. But why, it will be asked, has this connection not been made before? The obvious answer is that since Collins died in 1729 twelve years separated his name from the 1741 edition. The evidence which firmly connects him with it is to be found (a) on the last page (279) of his Historical and Critical Essay on the Thirty Nine Articles (London 1724): "Speedily will be published, Cicero's Treatises of the 152. Nature of the Gods and of Divination. Translated into english [sic], with annotations. In two volumes." and (b) on the title-page. For the Historical and Critical Essay was printed by none other than R. Francklin, the very one who printed the 1741 edition of Cicero. David Lewis, Stewart Cohen, and Keith DeRose have proposed that sentences of the form S knows P are indexical, and therefore differ in truth value from one context to another.1 On their indexical contextualism, the truth value of S knows P is determined by whether S meets the epistemic standards of the speakers context. I will not be concerned with relational forms of contextualism, according to which the truth value of S knows P is determined by the standards of (...) the subject Ss context, regardless of the standards applying to the speaker making the knowledge claim. Relational contextualism is a form of normative relativism. Indexical contextualism is a semantic theory. When the subject is the speaker, as when S is the first person pronoun I, the two forms of contextualism coincide. But otherwise, they diverge. Cambridge: Cambridge University Press, 1990. Pp. 246. $59.95 (cloth). O'Hanlon unfolds Balthasar's theology in four main chapters, which treat the question of immutability in terms, respectively, of Christ· ology; creation; time and eternity; and inner trinitarian life in God. In Chapter 5, O'Hanlon compares Balthasar's approach with some English-speaking authors (...) (B. Davies, A. Kenny, E. Stump, Kretzmann, P. Geach, J. Kvanvig, D. H. Mellor, A. E. Williams). Finally, in Chapter 6, O'Hanlon ofiers a summary and assessment of Balthasar's proposals. (1) Regarding his treatment of Christology in Chapter 1, O'Hanlon discusses how Balthasar's attempt to find a "middle way" between simple mutability and a traditional sense of immutability in God lies in uncovering the trinitarian presuppositions of Christology. Whether God is open to being afiected by dialogue with creatures hinges decisively on how we understand Jesus Christ or, more precisely, on how we understand the humanity of Jesus to reveal what God is like (9-10). This is an approach difierent from.that of those who would criticize the traditional axiom of divine immutability on the basis of certain philosophical assumptions regarding the priority of becoming over being (10-11). Balthasar's approach is first theological: when we con· sider the soteriological and eschatological dimensions of Christ's work for us, we are forced to ask the question about the nature of God: "does he too not sufier, is he not afiected by sin, can he he simply apathetic to the prospect of any final loss of his creatures to hell? " (9). At the heart of Ba1thasar's position, then, lies an affirmation of a kenosis within the inner life of God, which already provides a foundation for the possibility of the (second) kenosis revealed in the incarnation and the cross (11-14). That is, the "kind of emptying and self. giving we see in the incarnation is both the image and the effect of the eternal ' externalization ' of God that is involved in the intra-trinitarian life" (14). It is imperative that one see the nuances of this affirmation. On the one hand, Balthasar is careful to avoid a simple identification of the second with the first kenosis: this would make the incarna· 335 336 BOOK REVIEWS tion and cross natural and necessary to God, thus entailing theopaschism (14-15). On the other hand, the suffering love of Christ does truly reveal God's sovereign power to be absolute love and self-giving, because there " is a certain analogy between the divine and human natures of Christ which is due to the identity of the person, the pre-existent Logos" (14). Thus Balthasar is led to qualify the traditional understanding of divine immutability (15) : there is " some real kenosis within God which has ontological status and is not merely functional, soteriological, or a simple addition which does not affect God" {16). O'Hanlon makes clear how Balthasar is at pains always to respect the mysterious nature of the issue, as well as the limits set by the great Christian tradition. At the heart of the matter lies a return to the person -nature distinction as set by Chalcedon. Traditionally, the affirmation has been of a divine nature in Christ which remains immutable and a human nature which changes and suffers. Balthasar goes beyond this affirmation. On the basis of Philippians 2:5-11, he arrives at the necessity of positing a real kenosis in God ; and from his recognition of the ontological, personal identity of the Logos as the subject who unites the two distinct natures in Christ, he refuses to limit the change and suffering which Christ experiences to his human nature alone. In fact, the tendency to understand the human nature of Christ as an instrumentum conjunctum which does not affect the divine person he considers as Nestorian in character. Yet, at the same time, Balthasar affirms the incommensurable difference between God and the world, between the divine and human " unmixed " natures of Christ. Is morality rational? In this book Gauthier argues that moral principles are principles of rational choice. He proposes a principle whereby choice is made on an agreed basis of cooperation, rather than according to what would give an individual the greatest expectation of value. He shows that such a principle not only ensures mutual benefit and fairness, thus satisfying the standards of morality, but also that each person may actually expect greater utility by adhering to morality, even though the choice (...) did not have that end primarily in view. In resolving what may appear to be a paradox, the author establishes morals on the firm foundation of reason. Gauthier's argument includes an account of value, linking it to preference and utility; a discussion of the curcumstances in which morality is unnecessary; and an application of morals by agreement to relations between peoples at different levels of development and different generations. The principle of alternate possibilities (PAP), making the ability to do otherwise a necessary condition for moral responsibility, is supposed by Harry Frankfurt, John Fischer, and others to succumb to a peculiar kind of counterexample. The paper reviews the main problems with the counterexample that have surfaced over the years, and shows how most can be addressed within the terms of the current debate. But one problem seems ineliminable: because Frankfurt''s example relies on a counterfactual intervener to preclude alternatives to (...) the person''s action, it is not possible for it to preclude all alternatives (intervention that is contingent upon a trigger cannot bring it about that the trigger never occurred). This makes it possible for the determined PAPist to maintain that some pre-intervention deviation is always available to ground moral responsibility. In reply, the critic of PAP can examine all the candidate deviations and argue their irrelevance to moral responsibility (a daunting prospect); or the critic can dispense with counterfactual intervention altogether. The paper pursues the second of these strategies, developing three examples of noncounterfactual intervention in which (i) the agent has no alternatives (and a fortiori no morally relevant alternatives), yet (ii) there is just as much reason to think that the agent is morally responsible as there was in Frankfurt''s original example. The new counterexamples do suffer from one liability, but this is insufficient in the end to repair PAP''s conceptual connection between moral responsibility and alternate possibilities. (shrink)

The Logic of Leviathan The Moral and Political Theory of Thomas Hobbes.

David Gauthier is one of the most outstanding and influential philosophers working in moral theory today, and his book Morals by Agreement has established him as a preeminent defender of contractarian moral theory. This volume brings together a selection of his best essays on contractarianism, many of which have become difficult to find.

Here a group of philosophers, economists and political theorists discuss the work of David Gauthier, which seeks to show that rational individuals would accept certain moral constraints on their choices. The possibilities and limitations of a contractarian approach to issues of justice is analyzed.

The Sociosexual Orientation Inventory (SOI; Simpson & Gangestad 1991) is a self-report measure of individual differences in human mating strategies. Low SOI scores signify that a person is sociosexually restricted, or follows a more monogamous mating strategy. High SOI scores indicate that an individual is unrestricted, or has a more promiscuous mating strategy. As part of the International Sexuality Description Project (ISDP), the SOI was translated from English into 25 additional languages and administered to a total sample of 14,059 people (...) across 48 nations. Responses to the SOI were used to address four main issues. First, the psychometric properties of the SOI were examined in cross-cultural perspective. The SOI possessed adequate reliability and validity both within and across a diverse range of modern cultures. Second, theories concerning the systematic distribution of sociosexuality across cultures were evaluated. Both operational sex ratios and reproductively demanding environments related in evolutionary-predicted ways to national levels of sociosexuality. Third, sex differences in sociosexuality were generally large and demonstrated cross-cultural universality across the 48 nations of the ISDP, confirming several evolutionary theories of human mating. Fourth, sex differences in sociosexuality were significantly larger when reproductive environments were demanding but were reduced to more moderate levels in cultures with more political and economic gender equality. Implications for evolutionary and social role theories of human sexuality are discussed. One strategy in recent discussions of theological fatalism is to draw on Harry Frankfurt’s famous counterexamples to the principle of alternate possibilities (PAP) to defend human freedom from divine foreknowledge. For those who endorse this line, “Frankfurt counterexamples” are supposed to show that PAP is false, and this conclusion is then extended to the foreknowledge case. This makes it critical to determine whether Frankfurt counterexamples perform as advertised, an issue recently debated in this journal via a pair of articles by (...) David Widerker and John Martin Fischer. I suggest that this debate can be avoided: divine foreknowledge is itself aparadigmatic counterexample to PAP, requiring no support from suspect Frankfurt counterexamples. (shrink)

The World Health Assembly adopted the new International Health Regulations on May 23, 2005. The new IHR represent the culmination of a decade-long revision process and an historic development for international law and public health. The new IHR appear at a moment when public health, security, and democracy have become intertwined, addressed at the highest levels of government. The United Nations Secretary-General Kofi Annan, for example, identified IHR revision as a priority for moving humanity toward “larger freedom.” This article analyzes (...) the new IHR and their implications for global health and security in the 21st century.The WHA instructed the WHO Director-General to revise the IHR in 1995 because the Regulations did not provide an effective framework for addressing the international spread of disease. Doubts about the IHR's effectiveness had, however, been present long before 1995. The critiques identified the narrow scope of the regulations, the lack of compliance by states, and the absence of a strategy for responding to rapid changes in public health's global economic and technological environments. Dramatic changes or revolutions in a field of science are often made by outsiders or 'trespassers,' who are not limited by the established, 'expert' approaches. Each essay in this diverse collection shows the fruits of intellectual trespassing and poaching among fields such as economics, Kantian ethics, Platonic philosophy, category theory, double-entry accounting, arbitrage, algebraic logic, series-parallel duality, and financial arithmetic.

The computational genomics community has come increasingly to rely on the methodology of creating annotations of scientific literature using terms from controlled structured vocabularies such as the Gene Ontology (GO). We here address the question of what such annotations signify and of how they are created by working biologists. Our goal is to promote a better understanding of how the results of experiments are captured in annotations in the hope that this will lead to better representations of biological reality through (...) both the annotation process and ontology development, and in more informed use of the GO resources by experimental scientists. This paper seeks to rehabilitate St. Augustine’s widely dismissed response to the alleged incompatibility of divine foreknowledge and free will. This requires taking a fresh look at his analysis in On Free Choice of the Will, and arguing its relevance to the current debate. Along the way, mistaken interpretations of Augustine are rebutted, his real solution is developed and defended, a reason for his not anticipating Boethius’s a temporalist solution is suggested, a favorable comparison with Ockham is made, rival solutions (...) are rejected, and the aporetic nature of the problem is explained. Dramatic events involving dangerous microbes often focus attention on isolation and quarantine as policy instruments. The incident in May-June 2007 involving Andrew Speaker and drug-resistant tuberculosis joins other communicable disease crises that have forced contemplation or actual application of quarantine powers. Implementation of quarantine powers, which encompasses authority for both isolation and quarantine actions, is important not only for the handling of a specific event but also because the use of such authority provides a window on broader issues of public (...) health and the legal rules, ethical principles, and governance systems that support it. Debates about quarantine powers reflect political and social attitudes about public health that often tell us more about this policy endeavor than acts of isolation and quarantine themselves. (shrink)
